This matter is being dealt with
in separate correspondence resting with my savingram No.35 of the 13th January, 1949.
10. Claims referred to in paragraph 4 to 8 above have been coming in to the Colonial Office during the past two years and an endeavour has been made to sort them out and to ascertain whether the persons in rspect of whom payments were made or relief was given, were in fact the responsibility of any Colonial Government. For this purpose Nominal rolls were prepared in the Colonial Office of those persons who have so far been identi- fied as being the responsibility of the Far Eastern Colonial Territories and all lists have been checked against these nominal rolls. Since statements and claims have not always been supported by adequate information this has been a long and arduous task and has necessitated considerable correspondence with the Departments concerned. It is not yet possible to say exactly what is the liability of the Hong Kong Government, but a position has now been reached where it is possible to clear some of the items.

Where I have not already addressed you separately on any of the above matters I shall be doing so shortly.

I much regret that you have not been informed earlier of some of these claims, but, as explained in paragraph 9 above, there has been much difficulty in sifting and classifying them.
